This chapter describes results of several research projects developed by the author studying the changes in the level of satisfaction with quality of life of people in Argentina. The research was conducted from 2002 to 2010. The chapter begins with the results of the first research project developed immediately after the national political, economic, and social crisis that besieged the whole country in 2001, and extends to the last survey that took place in 2010. Objective: This article describes the process implemented in order to define and build up a Basic Monitoring and Evaluation System for Spanish Cooperation’s Culture and Development Strategy (CD-S). Research Design: Delphi techniques were used to assess a wide catalogue of indicators for each of the strategic areas included in the CD-S. Afterward, those indicators considered most suitable for monitoring and evaluating purposes were selected based on the assessments provided by a panel of experts. Opacity may affect both the means used to implement policies and the real objectives that they pursue. Our concern with opacity is limited to the cases when it is the result of obfuscation. that is, of some effort on the part of governments or other public bodies (central banks or international organisations) to hide or misrepresent their choices. In the literature concerned with accounting for inefficient policies, there are now models in which opacity plays no significant role. The Response2covid19 dataset tracks governments��� responses to COVID-19 all around the world. The dataset is at the country-level and covers the January-October 2020 period; it is updated on a monthly basis. It tracks 20 measures ��� 13 public health measures and 7 economic measures ��� taken by 228 governments. The tracking of the measures allows creating an index of the rigidity of public health measures and an index of economic response to the pandemic.
